Well, actually, if Heiko didn't think of it, that might be because
it's not such a good solution. So my question was rather directed
at Heiko.

And I wouldn't call anybody a fool just because he/she doesn't
think of \pdfescapestring. It's not like it's used very often. One
may wonder, though, why it's not used in cooltooltips, and that's
where I start thinking that might not be the better solution.

pdfTeX works. luaTeX does not. Which is strange because it

No, the primitive is disabled in LuaTeX, along with other
primitives, probably because it can be mimicked with Lua. I can't
see any good reason why the LuaTeX team chose to remove those
primitives (even if they're mimickable), but, well, they did.
