It doesn't need to do anything as TU (=Unicode) is the default
encoding in lualatex and xelatex so normally selecting TU is a no-op,
you simply need to select a font that has Greek.

You could use LGR encoding with lualatex if you really needed to, but
certainly you should not with xelatex (or hyphenation will be wrong)
as xelatex only loads the TU hyphenation patterns.
