The Web2C documentation mentions an option -8bit rendering
8bit-characters printable.  I wonder on which TeX distributions 
I experienced that option -8bit was used.  I may remember correctly 
that they were not printable some years ago, while in the meantime 
somebody may have used -8bit for creating the memory dumps.
