I believe it is hard-wired in the (Computer Modern) fonts,
Paul; external to TeX, and capable of being corrected in
a derived variant. Perhaps the font wizards of Poland
(and elsewhere) can comment as to whether they have
addressed this issue in (e.g.,) the Latin Modern fonts.
