I've collected a list of graphics programs.  (Search for the word
'Graphics'.)

I think that Xfig is still one of the best because it allows one to
make precise figures on a grid.  A lot of other programs only allow
freehand drawing which makes exact graphics hard.  I use the xfig
export to eps and then import that into LaTeX all the time.

If you would like some powerful graphics within LaTeX, PSTricks is
quite good - especially if you know a little postscript.
