My own experience is that GIMP, which is getting better almost by the 
hour, makes a full conversion to EPS, so I would alwaays go by that 
route.  I  have used the GIMP export to EPS with success for at least 
three years now.

As a bonus, GIMP's various interpolation modes for increasing DPI 
resolution out of lossy JPG originals are remarkably effective, 
especially in grayscale.
