[texhax] Usepackage Recommendation

Hi folks
What package would the list recommend for a `project proposal'? The 
document would consist of project title, description, the nature of 
the project (whatever that means), not forgetting the author's name 
and other relevant personal details.
i thought of using the `article' package and the section macros for 
the various parts of the document but I'm not sure if they're best 
suited for the purpose.

Any advice would be gratefully received.
