Please look into "texmf/web2c/texmf.cnf".  The comments in this file
are quite useful.  You probably have to add the path to docbook.sty
there.  However, the TeX Live manaul provides some useful
information too.  And if you type "info kpathsea" on the command line,
you'll get some invaluable information about how this quite complex
TeX system works. 

Whenever you add a new file, you also have to run "texhash" in order
to update the file database.
