[texhax] Please don't feed the birds

Actually there is a serious TeX question. The common ground is to use utf8

\documentclass[12pt]{article}
\usepackage{cmap}
\usepackage[T2A]{fontenc} %tells to use Russian fonts
\usepackage[utf8]{inputenc}
\begin{document}
Те, кто кормят птичек будут скормлены стервятникам!
\end{document}

which is the stern warning which (may be)  will prevent Russian
speakers from feeding the birds :-)

But what to do with conflicting options for \fontenc? Should we list them all ?
