    How to use ARIAL in LATEX, MIKTEX.

The easiest answer is what Will sent.  If Helvetica will suit, do that.

If you really specifically need Arial,

1) XeTeX can use installed fonts on Windows, although I am not sure if
anything special needs to be done.  

2) The MS core fonts are available
   from http://corefonts.sourceforge.net/, with TeX support in the
   winfonts package
http://tug.ctan.org/cgi-bin/ctanPackageInformation.py?id=winfonts.  Or
   so I gather.  I've never used them myself.
