It is included in the ``TeX Collection 2005'' DVD which is included
w/ a TUG membership (which I'd suggest) or available separately from:

http://tug.org/store/

for $50.

lots of documentation available on-line.

I've got a list of some here:

http://members.aol.com/willadams/books-e-tex.html

and there's lots more at www.tug.org/begin.html
