Suppose there is an entry for this font in pdftex.map, why does pdftex
try to access a bitmap font?

It is still an assumption that pdftex tries to load a pk file. pdftex
says that it cannot find a particular file but it does not tell us the
name of the file. That's definitely wrong, even if the whole truth is
more confusing.

Microsoft isn't the answer. Microsoft is the question, and the answer is NO.
