I do not know which format you are using (Plain, LaTeX or ConTeXt). In 
ConTeXt, choosing a random order for items is easy.

   \startitem first item  \stopitem
   \startitem second item \stopitem
   \startitem third item  \stopitem
   \startitem fourth item \stopitem
\stopitemize
