[texhax] expansion in makeindex

Thanks, Phil, for the pointer.

I looked there.  It is very close to---somewhat older than---"Using 
Makeindex" in the Latex2e manual.  It made me realize my question did not 
disclose the depth of ignorance it springs from:

The label "fragile command" is never explained in a way I understood: 
there must be a need to have such a status of commands, but beyond some 
examples of such commands that shed (for me) little light on the 
underlying reasons...  If one can get around it by inserting \protect --- 
why not see all such commands as if they were \protect'ed?  What would we 
lose?
