[texhax] tex source code

Just thought I'd see how easy it was to generate the pdf and C from
tex.web, so I downloaded tex.web as described. Ran weave and pdftex
and produced my own personal copy, no problem. I then tried running
tangle, which was fine, but as I don't have Pascal it was a bit academic.
Next I tried ctangle:

My first guess is the apostrophes in comments are being  treated as
strings? Can anyone tell me what I'm doing wrong?
