Probably this is someone's personal macro file, or a file specific to
a particular document. Check with the people who provided the file
which is referring to it.
It's possible it's a file which was created by a consultant and not
meant for wider distribution --- I've done that in the past. It's
certainly not on CTAN.
Have you tried commenting it out?
