Belike the difficulty here is that TeX uses an idiosyncratic encoding 
scheme _and_ wraps font metric information into the encoding so that a 
character will have a non-standard width so as to generate (for 
instance) a space.

If the .pdf files have Type 3 bitmap fonts all bets are off though.

Otherwise, pdftex generated files are normal .pdf and can be handled 
using standard tools, including Adobe Acrobat 5. Enfocus' PitStop 
plug-in will allow for a much more capable editing environment though, 
but as Tigran noted, it's better to consider a .pdf as final and just 
update the under-lying source and re-typeset.
