    This seems to work, but only chars with value >= x20 are written out
    correctly as single bytes with the corresponding value. 

This is a function of the TCX file specified when the fmt was dumped
(unless overridden).

    The smaller ones are somehow expanded.

This is the standard/original behavior.  The 95 "visible" chars are
written as-is, others are written out with ^^.

    This happens with all chars from ^^00 to ^^19, :(, and contradicts to
    what is said on p. 45 of the TeXBook.

I see no contradictions.  Anyway, it's a system-dependent part of TeX.

Sorry, but I've lost track of the original question.  What are you
trying to accomplish?  Do you want to get 1-for-1 output for all
characters, or is that what you're trying to avoid?  In plain TeX,
LaTeX, or both?  Or are you just trying to understand the principles?
