Actually, it does run on Windows in the Cygwin environment.

If you mean Daniel Taupin I'm afraid he has passed away.

For my part, I've found that I can almost always find an answer to a 
technical question by using http://groups.google.com --- if you don't 
find a previous discussion on a technical problem, it's probably a good 
candidate for a doctoral research project.
