You might look at hyperlatex, which I think is the best solution (which
is why I became its maintainer).  Its two drawbacks are that it is not
a general-purpose solution, though it is very good in the context of a
specific document, and that it depends on the emacs editor.  There are
emacs releases for windows, but I am not familiar with them.
