[texhax] problem with twocolumn

it's difficult to guess what you're doing that might have this
effect.  indeed, it's difficult to be entirely sure even what you
really want.  perhaps a minimal document (for example, just your
document, less the packages included and going no further than the
\maketitle) would help us...

when you say "footnote" i presume you're referring to things
introduced with \thanks, as documented for footnotes in \maketitle?
