I also reproduce the problem using
Version 3.14159 (Web2C 7.3) (format=latex 1999.5.30)  18 SEP 2003 13:59
LaTeX2e <1998/12/01> patch level 1
 
As I said in a previous post, the problem goes away if one of the
\newline commands is removed.  It also disappears if the \flushleft
command is removed or if something is added after the second \newline.
