Yes, tex-archive at math.utah.edu still exists, and is under control of
GNU mailman. Pre-mailman archives are at

	http://www.math.utah.edu/pub/tex/mail/

However, tex-archive has been effectively dormant for quite a long
time. Its intent was to support discussions relevant to creating and
sharing archives of TeX-related software. Since the creation of the
CTAN archive, the need for tex-archive has largely disappeared.

Does anyone else on this list have strong feelings about the
need to create a new tex-announce list?

I'm lukewarm about it, simply because it is going to be hard to decide
what qualifies as an `announcement': to keep the volume low, some
human editor has to assume the duty of approving postings.
