[texdoc] Missing PDF docs

Hello,

the following packages have PDF/HTML manuals in CTAN, but apparently not in TeX Live:

acromake
circle
easyeqn
inlinebib
localloc
mff
newvbtm
ntabbing
pictex
stmaryrd
tclldoc

And I think the following aliases are missing:

alias 3parttable = threeparttable
alias croatian = babel
alias letterspace = microtype
alias mls = montex
alias vrbexin = verbasef

There are also some packages (e.g., dcpic or chessboard) whose manuals are deliberately absent from TeX Live. Maybe TeXdoc could inform the user about this fact (e.g., by printing the according README.TEXLIVE file).
