Details:

I just installed TL 2016 and found unable to compile using make4ht --lua. It
fails like this:

\documentclass[11pt]{article}%
\usepackage[utf8]{inputenc}
\begin{document}
test
\end{document} 

make4ht --lua foo.tex 

(/usr/local/texlive/2016/texmf-dist/tex/generic/tex4ht/html4.4ht
! String contains an invalid utf-8 sequence.
l.1267           
               \Configure{tableofcontents}
?

With a possible solution posed there thanks to @egreg to fix the issue.
