[tex4ht] [bug #306] tex4ht does not show top and bottom rules of table when using arrayrulecolor

Just to clarify. Actually just adding the package colortbl makes the top and
bottom lines go away. Here is a smaller MWE

\documentclass[12pt]{book}% 
\usepackage{amsmath}
\usepackage{longtable}
\usepackage{colortbl}
\begin{document}

\begin{longtable}[t]{|c|c|}\hline
x
&
y
\\\hline
\end{longtable}
\end{document}

It seems the issue is with the colortbl package with tex4ht support.
