[tex4ht] another mathml/mathjax issue, \operatorname{} problem with mathjax

Yes, I meant that generated LaTeX is wrong and this result in invalid
mathml. Correct code is

\[
        \operatorname{I}_{\frac{4}{3}}
\]

which produces valid mathml and the same visual output in both html and pdf.
