When hyperref is used in simple document without sectioning commands, usage of
\label command issues error. This is because macro \NR:Type is used internally
by \label here, but only sectioning commands defines the macro. David Carlisle
suggested fix:

\let\NR:Type\relax

This should be placed somewhere in the nameref.4ht
