[tex4ht] teilatex and teimlatex

    $ mk4ht teimlatex sample2e.tex

I get exactly that same error, both with unmodified TL'12 and with the
current tex4ht *.4ht files.

I expect no one has looked at the TEI output since Eitan died.
Certainly I haven't.

So this would be a great place for your group to start digging into the
code :).
