<p>Every time a new release of TeX Live comes out, I am faced with
the task of re-adding support for Hebrew. This year, on my
local machine, I was able to accomplish that at the second or
third attempt, but when I tried to replicate the steps on a
colleague's machine, XeTeX continued to report "e-TeX error:
language hebrew undefined.." :</p>

I have copied my S:\TeX\Live\TeXMF\Local\* to his
C:\TeX\Live\TeXMF\Local\*, invoked "tlmgr generate --rebuild-sys
language" on his system (as I did on mine), then used TLMGR-GUI to
(a) "Update filename database" and (b) "Rebuild all formats" (to
the best of my belief, the same steps that I used to resolve the
problem on my own system), yet my XeTeX now "knows" Hebrew while
his still does not. <br>
<p>May I therefore ask :</p>
<ol>
<li>Is there a document that describes the necessary and
sufficient steps to add a previously unknown language to TeX
Live ?<br>
</li>
<li>Is anyone able to see from the above why Hebrew is now known
to my system but not to his ?</li>
