1) It needs to be available under a free software license. I don't see<br>
anything from them stating an explicit license on their own code.<br>

2) It needs to be uploaded to CTAN. It is better for everyone when<br>
packages are available there.<br>

Some people contacted Elsevier support and they promised to address this disparity but still did not.
