Tug.org does not host the file if self. Probably the mirror in your area has not caught up yet.

I always recommend that people wait at least a week before downloading such that the mirrors are back in sync

OK, I now see that that particular mirror is considerably out of date. <br>
That was my fault.<br>

But it's perhaps worth noting that I had the exact same problem when I<br>
tried to install from the tarball available here:<br>
<a href="http://tug.org/texlive/acquire-netinstall.html">http://tug.org/texlive/acquire-netinstall.html</a>. It's not very cool to<br>
have the link on that page SILENTLY point to a tarball that won't install<br>
TL2015. Especially when there's little if any indication, once the<br>
installation process has begun, that it's installing a prior year's TL. <br>
At the very least, the file "install-tl-unx.tar.gz" should have the year<br>
in the filename somewhere, like "install-tl2015-unx.tar.gz".<br>
<br>
As a totally separate point: once I rsynced from an up-to-date mirror, the<br>
installation that resulted contained no "texlive-release.txt".<br>
