In Cinnamon (LMDE), the Alt window behaviour modifier is enabled by default without any additional tricks with settings. It is true that Alt + Click + Drag allows one to move the window outside (even with that screen-edge-resize-extra-behaviour-feature-whatever enabled). However, this was quite a revelation for me, and I am not quite sure that other users share this knowledge. Still, it would be great if the GUI windows relied on the information about the detected screen height, just like the main window does with diligence (or by chance? or by default?).
I do not fully understand the font system in PerlTk, not all system fonts can be used but Helvetica works (at least on my computers).

Hmm, ok.

Have you tried to *move* the window so that the top of the window
hangs out of the screen?

This is not possible by dragging on the top window decoration bar,
but some window managers allow Alt-Click-Drag within the main
window to achieve this, some allow for moving with kbd shortcuts.

Anyway, I will look into it and see what I can do.
