Is there any way of figuring out at which point it is complaining? Is it trying to access modules?

Modules are accessed by their full name.<br>

Temporary files are usually accessed by their full name, as they<br>
are created in $TMPDIR. But xindy.pl was recently changed to set<br>
$TMPDIR to '.' on Windows, and you tried that version -- so it<br>
should actually use no full file names (or File::Temp constructs<br>
them, this must be checked).<br>
