fmtutil-sys wouldn't help here since the offending format is created<br>
under his user profile (which has the higher priority).<br>
<br>
Either remove<br>
c:/Users/tom/.texlive2013/texmf-var/web2c/pdftex/pdflatex.fmt<br>
(probably the whole directory), or run fmtutil --byengine pdftex.<br>
