[tex-live] Problem with installation: cannot determine release!

That looks fine.

Can you do 
  tlmgr -v -v update --list 2>tlmgr.log
THis will output *A*LOT* into tlmgr.log (I hope that works on Windows!)
and send me the tlmgr output.

Maybe also send me the zipped version of your texlive.tlpdb 
(in C:/texlive/2017/tlpkg/texlive.tlpdb)
