Ah, that cannot work because the location of the perl script determines
the location of the modules via
  ../../tlpkg

Right. The layout is rather fixed since the supporting Perl modules are
not in standard locations for the Perl interpreter to be found. We
simply add the ../../tlpkg to the search path for modules before loading
the various modules.
