[tex-live] Problems installing TeX Live 2017 pre-test

Arigato gozaimasu, Akira-san. I have now run "fmtutil-sys" as
suggested, but this disclosed another problem -- even though I had
performed the installation as Administrator, the TeX Live 2017 TeX Live
command-line shortcut in my "Start" menu had not been set to run as
Administrator, so "fmtutil-sys" could not succeed. I have now modified
the properties by hand, but I think that the installer, detecting that
it is being run as Administrator, should do this for the user.
Also, I now find that fmtutil-sys --missing appears to ignore the
--missing qualifier and rebuild all formats every time. Finally the
original problem was XeTeX's failure to find "loadhyph-he.tex" (which I
had inadvertently failed to include in /TeX/Live/TeX-MF/Local) ...
