[tex-live] no backups kept

I tried today and it works.

$ du -hc -d0 /usr/local/texlive/2017/tlpkg/backups
324K	/usr/local/texlive/2017/tlpkg/backups
324K	total

(this was presumably from tlmgr update --self)

$ tlmgr remove collection-metapost
tlmgr: saving backups to /usr/local/texlive/2017/tlpkg/backups
tlmgr: removing collection-metapost
[...]
tlmgr: package log updated: /usr/local/texlive/2017/texmf-var/web2c/tlmgr.log

$ du -hc -d0 /usr/local/texlive/2017/tlpkg/backups
 31M	/usr/local/texlive/2017/tlpkg/backups
 31M	total
