Shouldn't it better be shipped with AUCTeX?  AFAIK AUCTeX doesn't look
for .el files in TEXMF trees.

I suppose that Mosè Giordano <mose at gnu.org> is the current maintainer
of AUCTeX and recommend to ask him.
