We are ventilating ideas to have
	{fmtutil,updmap}-{sys,user}
scripts, and only those can be actually called. The base scripts
	{fmtutil,updmap}
will issue a warning and tell the user to either use -user cmd line
option or -user script (basically the same), and refer at the same
time to a (to be written) web page explaining best practices.

I really think that all usage of {updmap,fmtutil} out there falls into
two categories:
* experts knowing what they are doing
* unaware calls
The first are not a problem, they will need to adjust but can.
The second will be pushed to learn the correct method.

It is just making Gedankexperiments by now, but I really want to change
something for TL2017.
