[tex-live] Upgrade from texlive 2016

    Have there been any tests for upgrading TeXLive 2016 to 2017?

There has been no testing, but I think the same dangerous upgrade
procedure as in other years should work. That is, I don't recall
changing the tlpdb directives this year.

I updated the page http://tug.org/texlive/upgrade.html to give the same
procedure as in previous updatable years. Good luck ... -k
