[tex-live] Windows (MSYS2) : kpathsea does not find texmf.cnf

Unix-like forward slashes instead of windows-like backslashes are probably
OK but what matters is the unix-like colon at the end, it certailny does
not work. You must use a semicolon in Windows because a colon is used to
separate a drive letter.
