[tex-live] Windows (MSYS2) : kpathsea does not find texmf.cnf

Hello

1) Is setting TEXMFCNF in some way can help ?

2) If i call kpathsea_set_program_name(kpse, "kpsewhich.exe", NULL);
that is not wth "dvi.exe" but with "kpsewhich.exe", it works. Is this
reasonable to call kpathsea_set_program_name() like that ?
