[tex-live] tlmgr update (via TLU)

Howdy,

There was another texlive.infra update that failed when using TeX Live Utility (TLU) this morning. My repository was <http://ftp.math.utah.edu:80/pub/texlive/tlpretest/>.

Downloading and using update-tlmgr-latest.sh (with sudo) didn't clear up the problem (I believe this is what TLU uses for texlive.infra updates). However running `sudo tlmgr update --self` seemed to work and then TLU was able to update the other packages.

This was on two systems running OS X 10.11.4 (El Capitan); one with gpg and the other without gpg.
