[tex-live] TexLive Hangs on postactions in win7

Maybe it is not clear to some people, but in Windows, menu shortcuts
must be under one of two special folders, one of which is for
single-user installations, and the other for all-users
installations. Naturally, both locations are outside the TL
directory tree.
