But we still have to remind users to use

-M lang/<language>/utf8-lang

option to texindy, instead of just

-L <language>

but that is just the way it is I guess

I have just written an answer:

It patches `\index` that the UTF-8 byte sequences gets written
rather than `\IeC{<LICR>}`, which seems to confuse xindy.
