On my Windows 7 systems, the files actually end up in
   %USERPROFILE%\AppData\Local\VirtualStore\Windows\System32\
So the files can be recovered and some programs can access them
as if they are in \Windows\System32\.

Note that AppData is a hidden directory in Win7, so you may not
see it in a directory listing.

Some program data files (for old programs) turn up in the
above VirtualStore area, too.
