[tex-live] Problems with non-7bit characters in filename

Hi,

I was pointed to this list to report the following Bug. Please put me in
Cc as I am not subscribet to the list at the moment.

I have all my filesystem and environment in latin1. (LANG + LC_* set to
de_DE and all files using latin1)

When I have a LaTeX file that has a German umlaut in file name the
following works:
   > pdflatex Äöü.tex
   ...

When I use lualatex I get the following:
   > lualatex Äöü.tex
   This is LuaTeX, Version beta-0.79.1 (TeX Live 2014/Debian) (rev 4971) 
    restricted \write18 enabled.
   ! String contains an invalid utf-8 sequence.
   <*>
    Äöü.tex
   ?

And then waiting for input.

Even worse is xelatex I get a segementation fault.

There seems to be no way for me to use lualatex or xelatex in this case.

There is no different from the charset used on command line and
filesystem. So this should work like it does with pdflatex.
