I don't know the context but your compare doesn't make much sense to me.

You should compare:

sudo sh update-tlmgr-latest.sh

with

sudo kpsewhich --var-value=SELFAUTOPARENT

Then you likely will see the same error message you got before. I think
you should indeed set your PATH correctly.
